I disagree with this legislation because I feel that it would be an over-infringement of a government on businesses, and would ultimately cause important business hierarchies to be less important. I think it would essentially exchange hierarchy for anarchy, and the workers would rule. Sounds a little bit like Marxism.

Ethics issues in the workplace ought to dictate how a hierarchy is formed and should function. With the new bullying legislation that is being put forward, business practices of company owners may need to shift, because certain practices of keeping employees in order may need to be changed.

Ethical business is an ideal which has necessarily been established in religious and democratic nations. In countries where there is not as strong of a moral bent, there is much more fluidity in how far a company can go in infringing on "personal rights," which may or may not exist.

In non-democratic nations, a company can practically own its employees. If people are getting paid, they are expected to give absolute compliance. If there are fewer human rights established as staple legal rights, businesses have dominance and can do as they please. This is why the old colonists from Britain and the Netherlands relied on their trading companies for establishing dominance in new territories.
